Professor Melanie Ehren presented the findings from a systematic literature review to answer this question at the RISE conference in Washington on 19 and 20 June 2019. RISE is a large scale, multi-country programme of research on improvement of systems of education. In her presentation, which can be viewed on the following link, she argued that the highly bureaucratic accountability which lacks support is reducing trust across the system:
